VisitAruba says Palm Beach runs along the high-rise hotel strip and is full of action. Wikivoyage describes calm water and white sand with excellent swimming, reachable by bus, car or taxi. It is the busier of the two beaches, so choose it if you want restaurants, activity and beach facilities close to hand.
Wikipedia calls Eagle Beach the widest beach on Aruba, and the Aruba Tourism Authority says it has soft white sand, parking, shade, some beach huts and water sports. The same site says most sea turtle nests on the island are found here, and that it has two of the most photographed fofoti trees in Aruba. Low-rise hotels sit nearby or across the road.

Wikipedia describes Oranjestad as the capital, with Dutch Colonial architecture, the late 18th-century Fort Zoutman and Main Street shopping. It lies south-east of the beaches and suits visitors who want a town base. The same article puts Queen Beatrix International Airport 2.5 km from downtown.
Wikivoyage says Queen Beatrix International Airport handles all commercial flights and offers US customs preclearance for flights to the United States. Wikipedia says the airport is 2.5 km from downtown Oranjestad. The Aruba Tourism Authority suggests arranging airport transport beforehand, and lists taxis and transfer services.
For getting around, the Aruba Tourism Authority names the Arubus public bus, taxis and car rental, and Wikivoyage says buses, cars and taxis all serve Palm Beach. The Aruba Tourism Authority's Eagle Beach page lists public transportation access. Wikivoyage says a car is not completely necessary as many restaurants, beaches and shops are within walking distance.
For longer stays, an apartment-style base near a supermarket matters. Wikivoyage says Aruba imports about half its groceries from the United States and a significant portion from the Netherlands, so brands will be familiar to many visitors.
