The airport's own site says JR Sapporo Station is about 40 minutes by train from New Chitose Airport Station, which connects directly to the terminal building's basement level, and about 1 hour 50 minutes by bus. Wikivoyage describes the Airport Rapid train as taking about 45 minutes and says limousine buses and shuttle vans also serve downtown locations. Wikipedia says New Chitose Airport is roughly 50 km from the city.
