Petaling Jaya sits directly west of Kuala Lumpur, and aparthotels and serviced apartments suit it well. It is a residential and business city rather than a sightseeing one, so most visitors come for work, university visits, family or a longer posting, and a flat with a kitchen, a washing machine and a separate bedroom is easier to live in than a single room. Families and small teams also tend to value the extra space.

Bandar Utama is home to 1 Utama, which Wikipedia says opened on 19 August 1995 and now has 713 stores, an indoor rainforest and a bus hub run by Rapid KL and PJ City Bus. The same article lists Bandar Utama station on the MRT and LRT network. Damansara Utama, just to the south-east, is a neighbouring residential area.
SS2 is a residential neighbourhood with shops and eateries close together. Wikivoyage lists SS2 among the areas with restaurants and says mamak restaurants, which it describes as 24-hour Indian-Muslim eateries, are found throughout the city. It works for stays where you want to cook some meals and eat out for others.
Kelana Jaya covers sections SS3 to SS7, according to Wikipedia, and gives its name to the LRT line that serves it. Wikivoyage lists Kelana Jaya Lake Park, with seven lakes and a sports complex, as one of the city's main attractions. Staying here puts you on the Kelana Jaya line, which links through to central Kuala Lumpur.
Wikipedia calls Old Town the oldest quarter of Petaling Jaya, made up of Sections 1 to 4, with a wet market at the Jalan Selangor and Jalan Othman crossroads. A township bus terminal serves RapidKL and PJ Free City buses, and Jalan Templer KTM Komuter station is next to it, according to the same article. Landmarks include Sultan Abdul Aziz Shah Jamek Mosque, built in 1957, and Assunta Hospital, built in 1954.
Taman Paramount is one of the Petaling Jaya stations on the Kelana Jaya line, along with Taman Jaya, Asia Jaya, Taman Bahagia and Kelana Jaya itself. Rapid KL's line page lists parking at Taman Paramount station. It is a practical base if you plan to commute into Kuala Lumpur by train rather than drive.
Wikivoyage is blunt about the layout: Petaling Jaya is quite spread out, and it says you pretty much need your own wheels to get around. The rail network helps. The Kelana Jaya line, operated by Rapid Rail as part of the Rapid KL system, runs between Gombak and Putra Heights, and Wikipedia says a 2016 extension carried it on from Kelana Jaya to Putra Heights. KTM Komuter trains also serve Old Town.
Rapid KL buses connect Petaling Jaya with Kuala Lumpur, and Wikivoyage lists routes 750, 751, 770, 772 and 780 among the main connections. It describes the bus system as hub-and-spoke, with local shuttle routes fanning out from transit stations. Wikipedia lists the Damansara-Puchong and Sprint expressways among the main roads, and says Sultan Abdul Aziz Shah Airport lies immediately west of the city. Wikivoyage also mentions coach services to Singapore from Menara Axis and One Utama.
For a longer stay, pick your neighbourhood around the thing you will do most. If you commute by rail, a base near a Kelana Jaya line station saves time. If you want supermarkets, cinemas and restaurants within reach, the Bandar Utama area has the biggest concentration. Wikipedia lists One Utama and The Curve among the major shopping destinations, and Wikivoyage adds Amcorp Mall and Tropicana City Mall.
Wikipedia says there are more than 25 colleges and universities in the city, including an IIUM foundation campus and a UiTM branch campus, which makes Petaling Jaya a natural choice for visiting academics and students' families.
