Wikivoyage lists Cervignano station as 16 km away, with an APT bus or a taxi covering the last stretch to the bus station in the centre. The same guide gives Ronchi dei Legionari airport as 18 km away, again reached by taxi or APT bus. By car, it says to leave the A4 Venice-Trieste or A23 motorways at Palmanova and follow signs towards Cervignano and Aquileia.
Wikipedia records that a swing bridge completed in 1936 ended the island's isolation, and a road across the lagoon dates from 1905. Once in town, the old centre is compact and easiest on foot, and the seafront is flat, which suits cycling.
